Second batch-level resignation in the USG raises questions

As the school year is coming to an end, the Freshmen Arts Students Team (FAST) 2009 batch government loses one of its elected officers to an exchange student program.

FAST2009 Batch Vice President Beatriz Marquez is participating in an exchange student program at the National University of Singapore, from January to May. She will resume her studies at DLSU, first term of next school year.

Marquez filed for resignation last month and her position has been opened for application to present officers of the batch unit. Earlier this school year, BNE2011 Batch Vice President Kate Ngo also resigned for an exchange student program in France.

“In the past you didn’t have to resign if you were going to take an exchange student program. One simply has to file for a Leave of Absence. The rule was changed as advised by the Commission of Elections (COMELEC) [in order] to protect the mandate that comes from the students,” USG Executive Secretary Sam Gervasio explains.

The University Student Government (USG) follows a standard procedure on the resignation of elected officers. A formal resignation letter addressed to the Legislative Assembly (LA) chief legislator, USG executive secretary, and USG president should be submitted by the resigning officer. The LA chief legislator then forwards the resignation case to the LA for the body’s approval.

Article XXIV of the USG Constitution stipulates that an elected officer’s resignation shall only be approved for health or academics reasons. The constitution also stipulates that once the batch vice president resigns and the LA approves the resignation, the batch and college president must recommend a replacement.

Marquez clarifies that the application for the position will only be open to FAST2009 students. The interested applicants will be interviewed, assessed and screened by the LA. The selection process started last Jan. 7, the first LA session of the third term.

Renz Dagala, FAST2009 Batch President, affirms that despite Marquez’s resignation, all activities of the batch government for the third term, which were planned together with Marquez, will still be executed.

Most of the interviewed constituents of FAST2009 report that they were unaware of their elected officer’s resignation until they were asked. Different opinions regarding Marquez’s resignation were raised and these were mostly because of the lack of transparency and information about the issue.

However, Dawn Erika Alibudbud (II, AB-ISE) admits that although it can be argued that any officer should have been prepared for the responsibilities and challenges his or her position entails, she believes that a valid reason can justify an officer’s resignation.
Victor Ryan Chan (II, AB-CAM) also admits that while he is disappointed in Marquez’s actions, he understands that officers like Marquez are also students that need to focus and prioritize their academics.

Gio San Pedro (II, AB-CAM) thinks otherwise. “May dahilan kung bakit ko siya binoto;may gusto akong mangyari. Nakakatakot lang kasi kapag nagresign ang binoto ko, maaring hindi matupad ang gusto kong mangyari, [I voted for her because I wanted things to happen in my batch.”

Marty Hult (II, AB-ISE) is also apprehensive about Marquez’s resignation. “They are allowed to resign? I find it rude because they accepted the position, then they will resign. Sayang naman [It’s a waste]; I’m not in favor of this and I hope this is the last case. Dalawa na nga lang silang tumatakbo then magresign pa yung nanalo, sana binigay na lang niya yung position dun sa isa [During elections, at least two candidates will vie for the same position. If the elected officer resigns, he or she should have just given the position to his or her opponent instead].”

Chesca Agoncillo (II, AB-CAM) finds Marquez’s resignation a shame despite the elected officer’s valid reason since Agoncillo believes in the principle of finishing what one has started.

Once an officer is elected, they are not asked to sign a contract to secure their tenure in the USG. They are only asked to participate in an oath taking at the beginning of their term. Dagala also mentions that the batch unit expects Marquez’s position to be filled by the end of the month.
